Do I need to assign a legacy contact if they know the password to my phone?

Can a Legacy Contact access the decedent's passwords without having the physical device(s)? If I understand (big if), a Legacy Contact can get access to the decedent's Apple account and devices. If he physically has the decedent's devices, he can use them to log into the decedent's Apple account and then use the Keychain and the Passwords app. But my Legacy Contact lives across the country, so when I die, he won't have easy access to my devices. I think -- is this correct? -- that the Legacy Contact authorization will enable him to log in to iCloud from any device, but I just checked and even though Passwords is included in my iCloud Backup, the Passwords app is not available in iCloud. Is a Legacy Contact able to access the decedent's passwords without physically having the devices?

Thank you for posting to Apple Support Communities.

Assigning a Legacy Contact will allow this person to access the data stored in your Apple account after your death. Providing the passcode to your iPhone will allow this person to access your iPhone on your behalf any time.
