Can a Legacy Contact access the decedent's passwords without having the physical device(s)?

If I understand (big if), a Legacy Contact can get access to the decedent's Apple account and devices. If he physically has the decedent's devices, he can use them to log into the decedent's Apple account and then use the Keychain and the Passwords app. But my Legacy Contact lives across the country, so when I die, he won't have easy access to my devices. I think -- is this correct? -- that the Legacy Contact authorization will enable him to log in to iCloud from any device, but I just checked and even though Passwords is included in my iCloud Backup, the Passwords app is not available in iCloud. Is a Legacy Contact able to access the decedent's passwords without physically having the devices?

My understanding from this article about what iCloud backs up is that passwords are not included. https://support.apple.com/en-us/102325

Furthermore: https://support.apple.com/HT212360

"Certain information, like movies, music, books, or subscriptions you purchased with your Apple ID, and data stored in your Keychain, like payment information and passwords, can’t be accessed by your Legacy Contact."

Thank you. That second point is clear. Regardless of whether the Legacy Contact has the physical device, he can't use Passwords to access any non-Apple data or websites. To me, that is a crucial limitation.

It’s because those non-Apple passwords are for sites and services that the legacy contact may not be authorized to access, such as bank accounts or medical records. And subscriptions are for one person, not for others such as a legacy contact.

Also, another subtle point: items in iCloud Sync are NOT included in iCloud Backups, as that would be redundant.

iCloud+ has 2 independent functions. iCloud backups, and iCloud sync. It’s confusing because they both have the same name prefix. But they have no connection with each other. Go to Settings/[your name]/iCloud. You will see a bunch of switches (with iOS 16 or later also tap Show All). When you turn on a switch that data type will sync to iCloud. If you do this on multiple devices that share an Apple ID the selected data will sync to all of those devices.

You can also turn on iCloud Backups. This will back up your phone every night if the phone is plugged in, connected to Wi-Fi and locked.

But note that these are independent functions; anything that you sync by the first method will be excluded from the iCloud backups.
