Phone number used too many times while creating a new Apple ID

I suggest you ask Apple what it means. I do not see it in any of the support articles.

Refer to this document for ways to contact Apple ➞ Choose your country or region - Official Apple Support

Select your country (also look for "other" regions), then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

Okay, now that you have my formal reply, here's what else I have found about that (but isn't official so I post it separately ;-) )

When adding my phone nummer for 2FactorAuthentication I get the following error.

"This phone number has been used too many times. Choose a different number."

I was told by support the phone number has been used to often (obviously ;)) and has to be used less than 15 times (another time I was told 25 times). However, if the accounts are below 15 it should be ok and I can use my number again.

I have set up their ipads Apple ID's using my cell phone number. I have now reached the limit on how many times I can do this.
