On your iPhone you can hide photos and videos in the Hidden album. If you have an iPhone model, that can be upgraded to iOS 16, the hidden album can be locked with your passcode, and the hidden photos will be safe, unless you tell someone the passcode for your device.

In iCloud, in Photos at www.icloud.com, the Hidden album and the Recently Deleted album are not password protected. Do not share the password of your AppleID with anyone, as the Apple ID password is the only protection.
To protect confidential photos in iCloud and on all devices, consider to add them to locked Notes.
