after resetting password still cant sign in to itunes saying need to review?

I am signed in to google on the ipad and when i go to itunes to download youtube app when i go to sign in states that this apple id has not yet been used in iTunes and to sign in to review. i sign in use existing apple id and keep getting error to review

3. Go to "Media & Purchases" and tap on your ID.

4. Select "View Account," you may need to enter your password again.

when i go to sign in states that this apple id has not yet been used in iTunes and to sign in to review.


When you get that message on your screen, tap Review to sign in, then review your account information.

Click Review repeatedly. 

Some people have only had a response after a second or subsequent click.

Try to download a free app at the App Store.

For example try to download this (is an free app).

Log in at appleid.apple.com and make sure you have payment information stored there.

fyi: Not all credit & debit cards seem to work with App Store / iTunes Store, try a different one, or preferably a credit card. If your card is not accepted as a paymenf method, you need to contact your bank.
