On my 12mini, I can’t delete apps. My only option is to “remove app” which inky removes it from the Home Screen.
I already did the fix in the screen time settings to allow deleting apps.
I can’t delete them through the App Store, or through the iPhone storage section.
any ideas?
Check Settings ➜ General ➜ VPN & Device Management and see if there's a profile installed there. If there is, you will need to remove it, to allow deletion of Apps.

Then either the App you are trying to delete is not a deletable one, or there is something else preventing app deletions.
If you have an office or school email account, it may have installed a security profile that limits App deletions.
Otherwise, what App are you trying to delete exactly?
What Apps exactly are you trying to remove? Not all built in Apple apps can be removed.
What happens when you try to remove them exactly?
Tap on "Remove App" and there should then be a "Delete App" in the following screen, which would remove it entirely.
If these are apps that should be removable, verify in Settings ➡️ Screen Time ➡️ Content & Privacy Restrictions ➡️ iTunes & App Store Purchases ➡️ Delete Apps is set to Allow.
These are apps that should be deletable.
When I hold it to delete, I see the options:
remove app
share app
edit home screen
When I select "remove app" it says "remove X? Removing from the home screen will keep your app in the app library.
I believe it is something different. There are zero apps that I can delete from my phone. Apps like Lightroom, candy crush, filmora, etc.
I don't have an office/school account.
Any other ideas?

Well, then I'm all out of ideas. If you aren't getting the Delete App option, then either the app is not deletable or there is something else preventing deletion. And if you have Screen Time settings set to allow deleting apps, and you have no profile installed, then I don't know what else could be preventing App deletion.
I've done that already, all settings there are correct.
I don't have any profiles installed there.
