Home button not working and receive message unable to activate

Home button not working. I can power down and allow to get to settings and tried different options but received message….Touch ID Unable to activate Touch ID on this IPhone… now setup a double tap to bypass that to get to home page and then receive. Can get into an app but since home button not working can not get out and have to turn phone off to get out of app
