The Siri Remote has Volume +/− buttons and optionally a Mute button, that sends an IR signal to an IR receptor on the TV, if it has that, that should be compatible with most TVs. Verify that the receptor is not blocked.
Else use the original TV remote.
Apple TV can copy non-standard IR signals from a different remote and learn compatible signals that way. (That wouldn’t work for TVs that bundle bluetooth remotes.) Settings﹥Remotes and Devices﹥Volume Control﹥Learn New Device﹥…
If the volume controls do not seem to work as expected, then try restarting just the remote:

The software remote on iPhone or iPad doesn’t have the capability to send IR signals, and would only work with compatible AV receivers that support volume control via CEC, and with select bluetooth and AirPlay speakers — not with TVs.
