Apple unused balance on a permanently disabled account. How to get a refund?

My Apple account have been permanently banned today due to many chargebacks. The chargebacks are justified because it was due to Fruad. The vendor is bigo live streaming app. My bigo account have been banned as well. I still have many virtual coins that I paid for in that account. Since I don’t have access to the product and service from this vendor then Ofcourse I will chargeback through my bank. So the question is, how do I reclaim the balance in my Apple account?
