Sync pending

Is there an explanation of Sync pending somewhere please. Like what makes iCloud decide to make it pending, what changes its mind, and when and why ?

People have clearly asked about it before, but all the answers I have seen are practical rather than theoretical.

I, for instance have two PCs, one running W11 and an older one running W10.

Sometimes iCloud works perfectly and sometimes not. Why ?

icloud sync pending for months Hello, My mac's synchronisation to icloud doesn't work. It has been pending for the past weeks, or even months. The notification says "sending" and "downloading" but it doesn't load any further. I've already updated the OS to Monterey 12.7 (the most recent OS I suppose I can get on a 2015 Mac and I've deleted much stuff to get more storage. Therefore, when I go to icloud on my phone I don't see the most recent files etc from my mac. Would you know how should I solve it ? or is it even possible to make it load? Thank You

In finder, it says "icloud not syncing" and that "there are pending items to sync". Can anyone help with iCloud apparently not syncing per the notification cited above? Much appreciated.

Suggestion box: iCloud needs a "Force Sync" button!! We use the iCloud quite a bit to work on shared documents at my business. It would be really, really useful if the iCould had a "Force Sync" button, because it doesn't alway happen on its own. Usually, it updates to the latest version of a file without problem. But sometimes it just... doesn't. I have found that restarting the computer will make the iCould on that particular machine update. But it would be nice if there were a button to press to make the machine check and update the iCloud without restarting it. This would make my life a lot easier!
