I am trying to merge two folders, both of which are in my iCloud Drive. I get this: “The operation can’t be completed because an unexpected error occurred (error code 0).”
One of the folder icons has the symbol:
I am holding down the option key and dragging the folder with the into the folder where I want the merged files. I'm running latest version of Ventura.

Apple support fixed the issue through another route. I have been having problems with iCloud Tabs not syncing across my devices. Their solution was for me to sign out of my Apple account then sign back in. That fixed both my Messages issue and the issue with merging these files.

Looking at the symbol which you're showing is in iCloud, this symbol has the info why you can't merge the folders together.
• Ineligible: The Ineligible status iconindicates that the folder or file could not be stored in iCloud. This is usually because the size exceeds the 50 GB limit for an individual folder or file in iCloud Drive. To learn more about freeing up storage, see Optimize storage space.

Well...that folder is on my iCloud drive as is the folder into which I wish to merge. I've attached a screenshot of my folders where you can see the folder Genealogy has the ineligible cloud whereas the folder where I want to move it is called 0 Ext...l Drive has a regular cloud icon. The Genealogy folder is 37GB. I can go into that folder and move/merge subfolders but I cannot move the whole folder at once.
