I have a problem. Even though the standard function keys are enabled in the keyboard shortcuts settings, the option(alt)+F2 shortcut (without the Fn key) brings up the display settings.
I can't use this keyboard shortcut in other apps, as the system intercepts it and opens the system preferences.

Nothing helps. To change the brightness, I press Fn+F2, but pressing alt+F2 still brings up the display settings. I can't assign alt+F2 to either an action in Photoshop or any other program. Actually, I can assign, but the system still brings up the display settings.
How to disable option+F2 opening display settings?
