That's exactly what I did, which caused the the most recent and attached panic.
Ventura's new settings are wacky compared to previous macOS preferences.
I thinking the dead HDD half of my internal Fusion Drive may partially be the problem. The NVMe half of the Fusion Drive works fine though.
The internal drives could very well be a problem. I would try erasing both and leave them empty.
I'm also thinking the iMac doesn't like to boot from an an external drive (NVMe/TB3).
A macOS on either of the internal drives, can create confusion for the startup manager.
It is absolutely stable when ALL sleep functions are turned off.
I know it was possible to only allow display sleep in earlier macOS versions.
There is no Display Sleep in Ventura, it was/is renamed "Turn Display Off"
Personally I would double check for a hidden setting that you may have missed.
