I upgraded my hotspot from 25GB to 100GB so I can use on my smart tv. It was working fine then 2 days ago I looked at my iPhone and the sharing icon for my hotspot kept blinking on and off losing connection constantly. What should I do if I rebooted my iPhone and tv over and over and nothing changed?

Use these steps first
Restart the iPhone or iPad that provides Personal Hotspot and the other device that needs to connect to Personal Hotspot. Make sure that you have the latest version of iOS. On the iPhone or iPad that provides Personal Hotspot, go to Settings > General > Reset, then tap Reset Network Settings.
