If you purchased a refurbished iPad and it already was signed in with someone else's Apple ID, you won't be able to remove that yourself. We'd suggest reaching out to whomever you purchased it from to see if they can remove the device from their account.


What you're seeing is known as Activation Lock. Learn more about that here: Activation Lock for iPhone, iPad, and iPod touch - Apple Support


In the future, we'd suggest following the steps in the 'Check for Activation Lock before you buy a device from someone else' section of the link above before purchasing a used device.
