If you purchased a refurbished iPad and it already was signed in with someone else's Apple ID, you won't be able to remove that yourself. We'd suggest reaching out to whomever you purchased it from to see if they can remove the device from their account.

About the only guidance we can offer is to contact the seller (who will need to either contact the previous administrator or find some other method to rectify the issue, perhaps with a refund or different iPad).
