Hello, I am not able to upgrade or access my iCloud

I'm trying to upgrade my iCloud storage but when I click on my name on the settings page it's light grey and when I tap it nothing happens,

icloud storage is not full but i can not store pic’s my wife have a 9.99 euro abbonement that should provide 2TB of storage capacity. However she only used 359 GB of it. We tried some things but nothing seems to work. Every time we take a picture we receive the message “ storage capacity is full check your abbonement ore upgrade. But we stil have more than 1,5 TB of free space. can someone help us with this? Thanks in advance. ( We already deleted many apps and movies but nothing seems to work)
