As long as the blocked number remains in the Blocked List calls will remain blocked.
Even if you delete the Contact from the Contacts app the phone number will remain blocked

If you delete it from the blocked call list it becomes unblocked, but if you delete it from Recents that does not delete it from the blocked call list. That was my interpretation.

Thanks for the clarification! I had read the OP's post as deleting the entry from the blocked list and was concerned that perhaps I'd been giving out bad information for far too long.
