Who is your carrier? Who is the recipient's carrier? Are these messages SMS (green) or iMessage (blue). If they are SMS, in addition to lobsterghost1's suggestion that there may be a size limit, there may also be a file type restriction. My carrier, Verizon, does not allow texts to be sent over SMS/MMS.

Email it to yourself. Then in the email, hold your finger on it and tap share. Then choose Messages and the attachment will populate there, then enter the To address.

84KB files are rather large. You are more likely running up against a limit to the file size you can text to someone. Why not just email the link to them?
Another way to make a .PDF file available to your iPhone – if you're using iCloud – is to copy it into iCloud Drive on your computer. Then, I believe you can use the Share button in the Files app.
The recipient's phone service was having issues. She received the file after I bothered all of you. Thanks very much for your help and good info.
