my dad’s iphone (XR) is not showing apple news app anywhere, not even in the library. If I go to the Apple store it gives me the opportunity to open it, but when I try it tells me restrictions are active, but in fact they are not….can someone help please?

Set limits for app use
You can set a time limit for a category of apps (for example, Games or Social Networking) and for individual apps.
1. Go to Settings> Screen Time, then turn on Screen Time if you haven’t already.
2. Tap App Limits, then tap Add Limit.
3. Select one or more app categories.
4. To set limits for individual apps, tap the category name to see all the apps in that category, then select the apps you want to limit. If you select multiple categories or apps, the time limit you set applies to all of them.
5. Tap Next, then set the amount of time allowed.
6. To set an amount of time for each day, tap Customize Days, then set limits for specific days.
7. When you finish setting limits, tap Add.
To temporarily turn off all app limits, tap App Limits on the App Limits screen. To temporarily turn off a time limit for a specific category, tap the category, then turn off App Limit.
To remove a time limit for a category, tap the category, then tap Delete Limit.

To be sure, are you located in a region that has the Apple News app available? Use this link to check where Apple News is available: Availability of Apple Media Services - Apple Support
If so, double-check the region is set correctly on the iPhone using these steps: Change the language and region on iPhone - Apple Support

Thank you for your help. Unfortunately the issue remains and the app cannot be found anywhere on the phone, even if it looks like it is downloaded somewhere it remains invisible. as you can see if I search the News app on the app store it asks me to open it, when I try it tells me the app is restricted, but when I go to the restrictions page under settings/timelimits/app limits, the app is not restricted.
I have now removed app limitations completely, yet the app is not found.
I hope someone can make sense of it.
