Can't download Apple News on my iPhone with no Restrictions

• Where are you looking to determine you have no Restrictions enabled?
• Have you turned off Screen Time entirely at Settings > Screen Time, and scroll to the bottom to Turn Off Screen Time.
• There are many other apps that will block app usage, such as Qustodio, so it may be helpful to post the screenshot of the message you see and we may be able to determine if it is one provided by Apple.
• Some VPN's will also provide restrictions to some network activity, so if you have one installed, try removing it. Just turning off a VPN is not likely to solve that kind of problem.

Restart the phone and try again.
