What do you mean "in your iCloud apps"? News is an app that is directly installed on your iPad. It's not available in iCloud.

If what you mean is that you can't open News on your iPad, try this: Go to Settings>General>Language & Region and, no matter what it's set to, reselect the correct region. Note that News is only available in Australia, Canada, UK and the US.

I would look in Screen Time>Content & Privacy Restrictions. Hunt around that section to see if Apple News is in there. I delete my News App.
