The error message "Restrictions Enabled: Certain apps, features, or services can't be seen or used when Restrictions are on. To use this app, turn Restrictions off." can appear when trying to open the Apple News app due to a few different reasons. Here are some troubleshooting steps you can try to resolve the issue:

1. Check Restrictions Settings:

  • Go to Settings > Screen Time > Content & Privacy Restrictions.
  • Make sure restrictions are not turned on. If they are turned on, tap the toggle to turn them off.
  • Under "Allowed Apps," make sure that Apple News is enabled.

2. Verify Region Settings:

  • Go to Settings > General > Language & Region.
  • Check that your region is set to a supported country for Apple News. The current supported countries are the United States, Australia, Canada, and the United Kingdom.
  • If your region is set correctly, try selecting another supported region and then selecting your actual region again. This can sometimes reset the region settings.

3. Remove and Reinstall the Apple News App:

  • Go to Settings > General > iPhone Storage.
  • Find the Apple News app and tap on it.
  • Tap on "Offload App" to remove the app data without deleting the app itself.
  • Go to the App Store and download and install the Apple News app again.

4. Reset All Settings:

  • This is a more drastic step, but it can sometimes resolve software glitches that are causing the restrictions issue.
  • Go to Settings > General > Reset > Reset All Settings.
  • Enter your passcode when prompted.
  • This will reset all of your settings to their default values, including your language, region, and app permissions.

5. Contact Apple Support: If none of the above steps resolve the issue, you may need to contact Apple Support for further assistance. They can help you troubleshoot the problem and determine if there is a more underlying issue with your iPhone.

Here are some additional tips to avoid this issue in the future:

  • Avoid turning on Restrictions unless you need them.
  • If you do need to turn on Restrictions, be sure to whitelist Apple News so that it is not affected.
  • Keep your iPhone software up to date. Apple often releases updates that fix bugs and improve performance.

Firstly, have you tried restarting your iPhone? Sometimes, a simple restart can fix unexpected issues like this. If that doesn't work, you can try a few other steps:

  1. Have you changed Region/ Country for the Apple ID recently? Change it back to what it was. Settings > General > Language & Region > Region [Keep the old one]
  2. Sometimes, Screen Time settings can cause similar issues. Go to Settings > Screen Time > Content & Privacy Restrictions. Ensure that Content & Privacy Restrictions are turned off. If they're on, you might need to enter a passcode to turn them off.
  3. Sometimes, a simple restart can resolve temporary software glitches. Turn off your iPhone, wait for a few seconds, and then turn it back on.
    1. Restart the device. That's it.
    2. Still not solved --> Force restart iPhone - Apple Support
  4. If the issue persists, you can try resetting all settings on your iPhone. This will not erase your data but will reset all personalized settings to their default values. Go to Settings > General > Transfer & Reset > Reset > Reset All Settings and confirm the action. Note that you will need to reconfigure your settings afterward. All settings—including network settings, the keyboard dictionary, the Home screen layout, location settings, privacy settings, and Apple Pay cards—are removed or reset to their defaults. No data or media are deleted.
    1. Reset All Settings: Return iPhone settings to their defaults - Apple Support:- Return iPhone settings to their defaults
    2. You can return settings to their defaults without erasing your content.
    3. If you want to save your settings, back up your iPhone before returning them to their defaults. For example, if you’re trying to solve a problem but returning settings to their defaults doesn’t help, you might want to restore your previous settings from a backup.
  5. Make sure you have the latest updates installed.
    1. Update Over-the-Air (OTA) —> Update your iPhone or iPad - Apple Support (IN)
    2. Update using iTunes/Finder —> Update your iPhone, iPad, or iPod touch - Apple Support (IN)

If none of the above steps resolve the issue, it is recommended to reach out to Apple Support or visit an authorized service center for further assistance. They can provide specific guidance based on your device model and iOS version.
