Iphone 12 mini airdrop not working

I’ve tried all the usual advice: resetting network, ensuring contact info, checking app permission, hotspot off , etc but can’t find a way to send photos to my sons phone ( or others)-even when they are sitting next to me. I can send it to my ipad but i suspect that is because it has the same apple ID . Anyone able to help with new suggestions ? Thanks in advance
