I have two Apple TV boxes but one 1 buffers…

This started two days ago. I had spectrum come over thinking it was the router/modem. They replaced both just incase but I’m still having this issue. I have strong internet. Is buffering a sign the Apple TV box is faulty? There’s no software update…
