How do I upload photos to an application?

I'm trying to apply for a Real Id and the DMV application requires that I upload photos of three documents. I don't know how to upload photos to an application.

Export the photos to the Desktop and then in your browser where it says select photo go to the Desktop in the browser's upload window and select it like you do to add a photo to a reply here:

It's essentially the same as adding photos to a reply here.
