Backing Up Photos' to External Hard Drive

Currently using iCloud for backup of my photo album on MacBook Pro. Can I also copy via a time machine to external hard drive without creating any issues.

Yes. iCloud is not a backup. You should be backing up your Mac using Time Machine. If you have optimize photos enabled, you may wish to disable that feature. Optimize puts lower-res versions on your Mac and those are backed up. If the originals are on the Mac, those are the ones that back up.
