Can’t download particular songs previously purchased through iTunes, either as a single, or as part of an album.
iTunes recognizes that I bought the songs (or in this case the entire box set), but provides no download button for a select few songs.

The tracks marked Purchased have been hidden. To unhide, go to the iTunes Store, scroll up to the bottom, sign in with your Apple ID and look at hidden purchases.
