I had an accident where I put my phone to the washing machine for around 10 minutes. By mistake I turned it on when it was still wet and now it won't turn on. Is there any chance of recovering pictures without icloud? That's all I need.

If it is dried out for a few days or so and doesn't work, and absent spending on a repair and maybe that repair then works or maybe the repair doesn't, nope.

My best guess is that your phone is damaged beyond repair. Your pictures are probably gone. You could try getting an appointment at an Apple Store to see if they can do anything for you.
