If my iphone was stolen and turned off is there a way to locate it?

Sends the last known location but is there a way to know the actual location?

Yes, it's possible, but in reality doesn't really happen. The idea is like how Tile tracking devices work and that is if a device is moving around and it comes near other iPhones, it may pick up a location that way. It's nice in theory, but hasn't really helped anyone I've heard of. Thieves are smart enough to put a stolen phone in something which can't pick anything up. So in reality an iPhone powered off isn't really trackable.
