On our M1 Mac my iCloud mail saves all sent mails in the Sent Folder but my partners mail account doesn't show Sent. Our mail account settings are identical so what is happening ? This is also the case on her iPad, iPhone and the iCloud.
iMac (M1, 2021)
On 3 different Apple M1 / M2 computers all running Ventura 13.5.2 and ALL machines using the same iCloud Account as the Only e-mail server.
Add in an iPhone running iOS 16.6.1 - too
Using the same Configuration as yours - can not explain why your partners is not but the Send Messages do appear on all the devices
Then have a few suggestions ;
1 - Get Support Choose a product and we’ll find you the best solution.Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issues .
2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue

I attach a screenshot of partners Mailbox Behaviour. It is exactly the same as mine. Our mail accounts are side by side on the Mac. Have the 2 mail accounts open in 2 Viewing windows on the screen as I type. My account shows all sent hers shows just 2!
Is this specific Issue some how connected to this Other Issue ?

Not sure, but take a look at the Mailbox Behaviors in Mail Settings for the account.
Are sent mails set to be stored on the server or locally on that Mac?
