Reset End-to-End Encrypted Data

I have a new iPhone 14 running 16.6.1 and share an Apple ID with two other devices. I have Reset All Settings several times on all three devices, but the message to Update Apple ID Settings keeps coming back. I enter my password and keep getting the Reset End-To-End Encrypted Data over and over again. How do I get rid of this once and for all?
