Gifted mac has no start up disc and unable to reinstall MacOS in anyways (bootable usb and over the internet in recovery mode)

My brother gave me a MacBook Pro 2019 for college. I have been trying to fix it and get the os reinstalled. I have done everything online from switching the date and time in the terminal to match apple, making a functioning Ventura usb bootable, connecting to the internet, restarting it hundreds of times, etc.

There is no start up system. When I hold option down it takes me to the bootable usb one and when I try to do it says I need admin permission. The computer is wiped so there’s no way to find an admin. It says there’s no admin available and I cannot boot it from the USB.

I have tried to fix the disc utility several times and format it to macOS journaled and it still doesn’t change the fact I cannot download a new software over the internet. Please help me, I really need my laptop for school.

Windows, Windows 10

Ask your brother to comply with the following: What to do before you sell, give away, trade in, or recycle your Mac - Apple Support.

You should not need a "bootable USB" and if it is asking for an Admin password you or he does not know, then you can't use it anyway.
