So, as I can see in the scribble language accessibility by Apple, Arabic should be supported. But, I can’t find a way to write in Arabic while using scribble and I need help to change the scribble language setting. For those who will say just put the language in the preferred language from keyboard setting, that’s not working also.

As you’ll note, Scribble is currently available for these languages:
iPadOS 17 hasn't been released - yet. Until release of iPadOS 17* and you have updated to this version from iPadOS 16.x (where Arabic is not supported), you'll not have this option.
(*) iPadOS 17 is expected to be released later today, Monday 18th September.
