The folders were located in the "On My Mac" section of folders, not in the "iCloud" section of folders.

The locations of folder a , and b can be switched but whenever a folder is deleted may be there are other subfolders in it , the contents ( mails ) will also be deleted see the article Create or delete mailboxes in Mail on Mac - Apple Support

Thanks for your help. I did not right click on anything however I did erase a folder AFTER I took all the files from that folder and distributed them into new created folders. And then once I erased that source folder, all of the files w/in the new folders disappeared. Very bad for me. Very important emails. Appreciate any help!
You created a second folder say " b " . then moved mails from primary folder " a " to second folder , then merged the complete folder " b " over folder " a " , just dragged and dropped the folders , then deleted the primary folder " a " , the folder " b " with its mails will also be deleted and can't be recovered .
I THOUGHT I created "b" as a new primary folder, so (I thought) "b" was not a subcategory of "a" but a totally new primary folder. Then, I deleted "a".
Are you absolutely sure there is no way of recovering those emails? Genius Bar?
Once you right click over the folder in on my section from mail application , and delete the folder is permanently erased and can't be recovered .
