Voice mail is a carrier feature, and the messages are stored and maintained on the carrier servers, and not locally on the iPhone.
Voice mail messages are not part of any iPhone or iCloud backup, and messages are only present locally or iCloud if the messages have been manually transferred (shared) from the carrier voicemail server to iPhone local or to iCloud storage.
Sharing? When viewing a voice mail, select the sharing button, and transfer the message to your preferred storage location for storage, for incorporation into some other media production, for preservation, or otherwise. If shared into local storage, the voice mail would be present in iPhone backups, for instance.
The recurring theme from this thread: here is the sequence to recover once-deleted voice mail messages that are still present at the carrier voice mail server:
Phone app > tap Voicemail > scroll down to the bottom of the voicemail list, and tap Deleted Messages > tap the deleted voicemail you want to restore > tap the red-trashcan-with-a-slash icon
If the voice mail messages are not included with the deleted messages and have been twice deleted from the carrier servers, then contact the carrier and ask if they have access ro recover those twice-deleted voice mail messages.
