Greeting error
I have an iPhone 12 with the latest software. When I try to set up the greeting, I get this message: "The operation couldn't be completed. (com.apple.mobilephone error 1034.)"

Tim, same for me. T-Mobile did all the right things on their end, me resetting Network Settings on both iPhone 15s with the latest iOS software allowed me to choose the custom message, and soon after gave me the same error message. I am starting to think that this is an IOS software issue. If everybody does everything correctly, it works and then it doesn't, it has to be software related.

My memory is that Consumer Cellular had me do almost everything that you mentioned, but not "Reset Network Settings." I tried that. Then I held down "1" and got into the voice mail options. I have successfully created the Greetings that I want! Thus ends nearly three months of frustration! Thank you so very much! I am a happy camper. Dave Armstrong
Then you’ll have to call them back and escalate the call until you manage to get hold of someone with a clue.
Unfortunately, you aren’t going to get great support from a discount carrier…
Unfortunately, Consumer Cellular is a discount Mobile Virtual Network Operator (MVNO). That means they don't actually own a network or towers. They run on one(or more) of the big carriers' networks. The end result is they often don't really know how to troubleshoot this sort of issue very well.
Did they completely turn off voicemail, have you turn off your phone, wait for their system to refresh and then have you turn your phone back on? And then added voicemail back on? That would have been my first step.
Just a shot. You could try resetting your network settings. Settings>General>Transfer or Reset iPhone>Reset Network Settings. You'll lose saved WiFi passwords.
If they already did these things, their customer service has gotten better but you're going to have to keep escalating your issue with them. If they didn't (yikes!) try them.
I have an iPhone 14 Pro. Interestingly, T-Mobile is my carrier. For at least a month, I have been trying to resolve the same problem with no success until just now. I have not been able to update my voicemail with a personal greeting. It would time out when trying to do so with the "com.apple.mobilephone error 1034". After many phone calls to T-Molbile's tech support department, finally, T-Mobile finally added Apple Tech on the line for a joint effort to resolve the problem. At that time, the T-Mobile rep said it was a Provisioning problem at T-Mobile and submitted a ticket to have it resolved. That was over a week ago, with no resolution or call back from T-Mobile. I then called them a couple of times, looking for updates as to when this would be resolved. They were no help and could not tell me when it would be resolved.
I previously tried resetting Network Settings, but that did not work. After reading these comments, I tried it again and was surprised that my Live Voicemail (Visual Voicemail) now seems to work, but only time will tell.
I wanted to point out that the one additional thing I did before Resetting the Network Settings again was delete the Daylite Profile that was installed on my phone. The Apple Tech Support Rep just asked me to remove it. Then, I executed the Reset Network Setting function. I am not sure if that had anything to do with my results, but I am just letting you know in case you have any work or other third-party profiles installed on your phone.
If this fix turns out to be only temporary, I will try to come back and update the information in this comment.

Yes, removing the profile probably did make a difference. Thanks for pointing that out as a possiblity!
Resetting the Network settings worked for me initially where I was able to setup my voicemail custom greeting and get everything working, BUT, an hour later when I went back to that voicemail setting, I just got the spinning wheel again with the checkmark stuck on DEFAULT and then the same mobile error code 1034. Everything is working fine as long as I don't want to change the message thru the phone.
I did contact the carrier and nothing that they did fixed my issue.
I am sure %100 this problem is for ios as many of customers having this issue specially since mid of Aug 2023. I did everything for iphone 12 (resset network, hours help bu carries) and nothing helped.
Voicemail is a carrier feature. Contact your cellular carrier.
Kilted Tim,
I have called Consumer Cellular four times and have talked for more than two hours. A new sim was installed. The error continues. Dave
