Greeting error

I have an iPhone 12 with the latest software. When I try to set up the greeting, I get this message: "The operation couldn't be completed. (com.apple.mobilephone error 1034.)"

Unfortunately, Consumer Cellular is a discount Mobile Virtual Network Operator (MVNO). That means they don't actually own a network or towers. They run on one(or more) of the big carriers' networks. The end result is they often don't really know how to troubleshoot this sort of issue very well.

Did they completely turn off voicemail, have you turn off your phone, wait for their system to refresh and then have you turn your phone back on? And then added voicemail back on? That would have been my first step.

Just a shot. You could try resetting your network settings. Settings>General>Transfer or Reset iPhone>Reset Network Settings. You'll lose saved WiFi passwords.

If they already did these things, their customer service has gotten better but you're going to have to keep escalating your issue with them. If they didn't (yikes!) try them.
