I think you missed the point of my response. The person to whom I was responding (who perhaps has different concerns than you), specifically mentioned settings. Therefore, I included information about that in my response. It sounded as if they were confusing the Control Panel and Settings, which are two different things.
It is the fact that the dock, previously easily accessible with one swipe - and including the apps each wearer prefers most readily accessible, frequently used or not - has vanished. Accessing those apps now involves multiple steps, including adding wear to the watch by requiring even more crown pressing. I’m just curious what the developers thought the value add for the wearer was here.

Concern about wear is a bit of a straw man. The Digital Crown is designed to be used.
Apple has access to tremendous amounts of user data. They know what features most people use the most office and know the ones most people don't use very much. The developers will never answer your question here. But, I suspect that most people didn't use the Dock that much so, replacing it with the App Switcher which is closer in behavior to the way the iPhone works probably made sense. I never used the Dock so I'm fine with the change.
