Someone sends me a contact through messenger. I open the contact. I touch "Create New Contact". A contact is created in the iPhone list.
I want contacts that I create this way to go into my iCloud list. Why is there even an iPhone list?

Go to Settings>Contacts>Defalut Account and set it to iCloud
No, it's not in the Contacts app. It's in the Settings app.
If that's where you're going and you don't see it, check what Accounts you have set up in Settings>Contacts>Accounts. Make sure iCloud is enabled.
Don't know what to tell you. It has been there on my phone for... don't know how long. It should be there. I have no idea why it's not. That's weird.
Try removing all the accounts, restarting your phone and adding them back. That's about all I can think of.
Do you, by any chance have any kind of Managed Device profile on your phone?
There is no Default Account setting in Contacts in iOS 16
Of course it's not in the contacts app. It's also not in the settings app under contacts.
And I have contacts enabled in my iCloud settings
