Apple watch stuck on Apple logo

My wife's apple watch is stuck on the apple logo. I have tried holding down both buttons (hard reset), tried charging, tried multiple hard resets, tried hard reset followed by holding down the side button for 20 seconds, and many combinations thereof. When it is discharged, it looks normal when it goes on the charger, showing the time and showing that it needs to charge, but as soon as it gets enough charge, we get the white apple logo. When I do a hard reset, the screen goes blank, but it quickly returns to the logo screen. Her iphone shows that it is no longer paired and the watch app seems to act like she never had the watch - asks to pair with new apple watch.
