Why does 11" iPad Pro 1st Gen get iOS 17 but not the 12.9" iPad Pro 1st Gen?

I now have iOS 16.7 but it wont update to iOS 17.

What's the reasoning behind that decision?

It's strange that people with the original iPad Pro could Beta test iOS17 but not get it. To me that is absurd.

The 2015/2016, 12.9 inch iPad Pro models are the 1st gen iPad Pro models.

The 2018 12.9 inch iPad Pro is referred to as the 3rd generation, 12.9 inch iPad Pro.
