4k vs HD timeline setting

If I'm starting with 4K footage but in the end I will export out 1080p, is it better to set the timeline to 4K to match the clips and then downscale on export or is it better to set the timeline to 1080p?

I think the former. Some have problems with some formats being scaled down in FCP projects. Also, it’s often easier to playback the media in normal form than it is to scale it down in realtime playback.
