I forgot my 4 digit code, so I was able to erase all my date from the Find my iphone- icloud , now even though I know my password to my icloud account, it is requiring me to approve the account backup from another device. I dont have another device, but I can sign into the Cloud, I dont know where I go to approve the device???

Just to clarify, are you being asked to enter a verification code set to another trusted device? If so, it sounds like you may have two-factor authentication enabled on your Apple ID.
This would be expected behavior when trying to sign back into your Apple ID after restoring your device.
