Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Quick update (of my situation):
Summary - this may be to do with 12 vs. 24 hour clock settings.
Detail: All my Apple devices are set to Australia for the region, which defaults to 12hr clock. I change all devices to display/use 24hr clock. Watch was the same, and assumed it was set that way. Noticed just now that Weather widget in dock (scroll crown up function) was showing 12hr clock. Can't change this on the watch, but in the Watch app on the iPhone I went into 'Clock' settings and noticed 24hr clock was toggled off (no idea why). Turned 24hr back on and all the weather complications updated immediately and the widgets showed 24hr clock again. So that seems to have fixed it for me.

This is not a valid fix when your watch doesn't have cellular.
I have restarted my watch 4 or 5 times in the past couple of days and if it works, it only works for a short time.
My Apple Watch will not load weather
this fix doesn't work. I just keep getting the need to "accept" location on weather which then depletes the battery on the watch.
This bug is still an issue....and keeps draining the battery on ios 10.5.....and it happened after the most recent update of iOS on iphone. sigh.
This is happening again, except turning off wifi now no longer works
Please fix this Apple ...live in the mountains...local weather important ...limited cell phone coverage at my house ....need WiFi assisted calling to stay in touch with the world.......please fix
I tried everything and its now broke on 10.5 for me and none of the work arounds have fixed it.
On my iPhone 15 Pro Max, weather is not even listed under complications. Why?
weather apps broken here as well on both watch and iPhone 15 pro max since update to 10.3.1 and 17.3.1
Both have been reset to defaults
cycling wifi does not resolve
weather data doesn’t update for preset locations or for what’s detected by location service
Still not working under 10.3.1 on a watch 7.
