Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Can confirm the new "bug" (watchOS 10.3) with weather not working has to do with Wi-Fi on the phone/watch.
Turning off Wi-Fi on the phone and forcing phone/watch to use cellular allows the weather complication to load properly. Noticed the issue was only happening at home and not when out running errands or at work where I'd be on cellular.
This is a new/distinct bug compared to the older issue that was occuring in the Fall. Really frustrating Apple can't get this right considering how important this feature is.

My watch v4 finally updated to os 10.3 and Weather seems to be working fine.
Updating to WatchOS 10.3 finally cured this for me (after trying pretty much every fix listed in this entire thread).
Weather app has been perfect every launch for the last 3 or 4 days since.
Whats your watch model... Were you havijg the issue prior to 10.3?
When I turn on my phone VPN at home on WiFi the weather updates! Turn off the VPN and it stops.
Now it works, thanks everyone.

Since the 10.3.1 update the weather complications are working again on wifi for me.

This solution worked for me. Switched back to WiFi after the update and weather seemed to reflect accurately.
Turning off bluetooth eventually forced the watch to update data via its own wifi settings; but this was only a temporary fix.
Restarting my iPhone fixed the issue.
