Weather Complications not working watchOS 10 Update
Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Quick update (of my situation):
Summary - this may be to do with 12 vs. 24 hour clock settings.
Detail: All my Apple devices are set to Australia for the region, which defaults to 12hr clock. I change all devices to display/use 24hr clock. Watch was the same, and assumed it was set that way. Noticed just now that Weather widget in dock (scroll crown up function) was showing 12hr clock. Can't change this on the watch, but in the Watch app on the iPhone I went into 'Clock' settings and noticed 24hr clock was toggled off (no idea why). Turned 24hr back on and all the weather complications updated immediately and the widgets showed 24hr clock again. So that seems to have fixed it for me.
Same here. Stopped working last night and still not updating this morning. Phone (14 Pro) and watch (Watch 9) both updated to 17.0.1 and 10.0.1 respectively. The little weather widget (when I scroll up) also not updating and showing dashes. I have tried resetting (holding crown and side button) and restarting several times. No luck.

The clock switching between 24 and 12 hour time is a weird hack, but it worked for me too. I switched it back and forth a few times, then a few minutes later, the complication started displaying the data. Hopefully, Apple will fix this bug soon.
Press down on the watch face until it’s ready to change watch faces. Don’t change the face. Press the Digital Crown to accept the current watch face. The complications will all reload automatically.
I used to restart both my watch and my phone until I discovered this little trick and it seems to work every time.
My observations and a hack until Apple is not fixing this issue with and future update:
This worked for me, too. Except my clock setting were set to 24 hrs, so I toggled off then back on, and did the same for my iPhone time settings. It worked.
I toggled back and forth and the weather complications returned.

Update: My complications have stopped syncing after the 24hr toggle hack. If I toggle the 24 hr option on/off it syncs, but reverts back to “- -“ several minutes later. This has to be a bug on the 10.0.1 update.
The 24 hour toggle hack seems to work only for a few minutes. Also, the 24 hour toggle itself is not permanent. When I put my Ultra on its charger and wake up the next morning, the watch goes to 12-hour but the Watch app in iOS on my 15 Pro Max still shows 24 hour.
Certainly a bug and it looks to be affecting a lot more people than just a couple of us. WatchOS 10.0.1 looks to be a work in progress still.
Hopefully, Apple will have a fix soon. Until then, it'll be constantly flipping the 24 hour toggle :-|

I wish I had seen this but...
Over the weekend I decided to wipe the watch and reload 10.0.1 (I did not even restore a backup) the weather app still did not work, but after about 3 hours I got a message on the watch that it had updated my 911 emergency location and after I accepted the message, once I did that, I noticed that my weather complications started to work...
I will not talk here about my 5 hour conversation with apple support on Sunday (will post in another thread) but lets just say... there are a LOT of bugs I CONFIRMED in 10.0.1 and 17.0.1

i think there’s a defect in the weather app on the watch in general. I noticed that when the watch restarts, it takes a long time for the data to appear. I had to delete the weather widget in the Smart Stack because it was eating battery and if I even open the weather app on my watch it chews up the battery. Right now I’m using a face with no weather complications.
So, this is what I have noticed so far - weather complications simply go blank. To fix it, I set up a different watch face and long press and choose THAT face, then do the same to go back to my preferred watch face with weather.
that seems to reload data. But, it only lasts a while. It looks like when the top of the hour strikes, the hours change (and I do use the 24 hour clock) and the complications blank out again.
Again, I hope Apple fixes this bug soon enough.
Weather complications NOT working in WatchOS may be face dependent. In the Infograph face the complication worked fine, but in Modular Ultra face kept failing despite trying: delete and reload, restarting phone and watch, changing to 24 hour clock, toggling 24 hour clock, latest versions iOS 17.0.2 watchOS 10.0.1, resetting weather app on watch via iPhone to default city = current location.
The only effective hack for me is setting weather app default city on watch via iPhone to specific city, not to current location! Seems to hold.
Going back to default city = "current location" results in the complication not working again! As seen below:
And once again, changing weather default city location back to a specific city (not current location) appears to fix the complication:
Me too. I tried something new and so far its working. I went to weather app and changed setting to ‘custom’ vs mirror my iphone. So far, the problem hasn’t resurfaced in the last hour. Before this, the problem occurred within minutes. I would also just switch watch faces and then back and this also worked for a short while. Anyway, I hope a fix comes out shortly.
