Weather Complications not working watchOS 10 Update
Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Quick update (of my situation):
Summary - this may be to do with 12 vs. 24 hour clock settings.
Detail: All my Apple devices are set to Australia for the region, which defaults to 12hr clock. I change all devices to display/use 24hr clock. Watch was the same, and assumed it was set that way. Noticed just now that Weather widget in dock (scroll crown up function) was showing 12hr clock. Can't change this on the watch, but in the Watch app on the iPhone I went into 'Clock' settings and noticed 24hr clock was toggled off (no idea why). Turned 24hr back on and all the weather complications updated immediately and the widgets showed 24hr clock again. So that seems to have fixed it for me.
I found a workaround for this bug (it worked for me so far). Make sure your iPhone and Apple Watch software are all up to date. On your iPhone, go to Settings> Privacy & Security> Location Services> turn this off and turn it back on then scroll down and go to Weather and click "Never" then click "While using the App or Widgets" and make sure the Precise location is on. Now go to your Apple Watch weather app, your current location should show up and the widget should show your current weather's location. Hope this method will help!

For me it worked the resetting location and privacy (second solution). Let see how long it will work.

Method 1, "turn it off and on again" for Location settings did not work for my AWU 1... trying method 2 now.
Well that didn't last too long. After a few hours the weather complication disappeared again. But, something that has been working for almost a full day now, on the iPhone weather app I removed then added back all locations/cities. I also added my current location which matches "My Location" in the weather app. After less than an hour the weather complication worked again and hasn't quit since.
Like most other solutions here I don't know if this actually fixed the problem or is just a coincidence.
Might have been mentioned somewhere in all of the pages of comments but if you run across this today and resetting other things does not work, including rebooting your watch, try rebooting your iPhone.
I was having all kinds of issues with the weather complication today (along with weather in watch not showing any data for any of the cities I watch), so I rebooted the watch. I also turned off WiFi and Bluetooth (to disconnect the phone) and that got the weather app to update once LTE/cellular kicked in on the watch, but that did not fix the complication. I reconnected to the phone later, but found I was having an issue with the phone not getting much on cellular data.
When I rebooted the phone to resolve the cellular data issue, I noticed the weather complication on the watch started working again.
Turn WiFi off on Apple Watch. Hit the side button not the crown. When control center pops up hit the WiFi making sure the color is not blue. Blue shows WiFi connected. This actually works without turning WiFi off on any iPhone.
I had same problem after Feb 24 update. Weather app done on phone but blank info on watch. Resolved by unpairing & re-pairing. It seemed like the watch wasn’t using WiFi, could not check for updates either. Phone was fine & router working. Toggling WiFi, Bluetooth, restarting phone and watch all had no effect.
Same thing was happening to me but couldn’t get a fix with any of the solutions presented. Turns out the weather complication doesn’t play well with a VPN. Turned it off and boom, I had the weather back. Funnily enough, after turning the VPN back on I still had all the weather data and it hasn’t gone back to - - (yet…).
After doing further digging I figured out my specific issue. I'm using the Apple Watch Ultra 2 and have Xfinity Internet (AKA Comcast). I'm not sure if other ISPs do this, but I've allowed Xfinity to broadcast my home network for other customers to connect when nearby. For starters, this seems like a great idea, however, anytime I connect to the 'Xfinity' network anywhere it's problematic and slow.
The issue I found was that while home, my watch would connect to Xfinity instead of my home network and not have any data or weather complications including sunrise and sunset. I went to other homes where this was an issue and sure enough, the weather complications never worked at any other home that was broadcasting an 'Xfinity' network. I went to my computer and forgot the network and my issue was resolved (this was 10 days ago). I wanted to make sure it was fixed after this solution. My theory is that those who have an ISP that broadcasts another network, the WiFi leashing connects to it on the watch and doesn't think you're on your home network causing all sorts of issues. Additionally, the 'Xfinity' network is just awful, anyway. It's meant for Xfinity mobile customers to have access to millions of hotspots in the US, however, the network quality is absolutely terrible and you're better off forgetting the network and using cellular data even if you have Xfinity mobile (I have AT&T for mobile, which WiFi always trumps cellular data) and home internet. This was merely my experience. I'll report back if the issue returns. Check the WiFi network ON THE WATCH when you experience a problem. Resetting, deleting and setting up as new did nothing for me. This has since fixed it.
March 14th 2024 *fixed my issue*
I have been experiencing this issue for sometime now, however, I just kept ignoring it until I decided to google the issue. The issue was still present after the 10.4 update, I tried many of the suggestions on here but found none worked. My apple watch 9 does not have cellular. I decided to try deleting the app off the watch and reinstalling, no luck. Deleted "The Weather Network" app off my phone and restarted, reinstalled the app, and now the complication is working again. Had to create my favorites in the app again but that's a small inconvenience.
Update: I decided to try the Apple Watch update, but that required an iOS update. So, I caved as the issues were becoming more severe (my Mac Studio and MacBook Pro failed to communicate with my watch to unlock). I got iOS update 17.4.1 and Watch update 10.4. All seems to be working fine now. Weather seems to work perfectly fine and unlocking also works.
I normally like to wait to update so any bugs can be fixed, but I feel I got lucky with both devices.
UPDATE: I tried everything on this thread. When it worked it would not stick for long. What finally did was following the Reset Location & Privacy settings that Apple suggests.
I hate resets but this one is minor, and it worked.

Okay. After a couple of days of "--" for temp on my watch. I clicked on the widget then on the top right corner. I changed it from Conditions to Temperature. Not sure if this will fixs your, but it did on mine. Hope this helps some of you.
My process, similar to others, all on the iPhone (14 Pro):
1) In settings, turn off wi-fi
2) In the watch app, select a different face (I have a dummy that I never use), then select the original one -- weather info should load
3) Turn wi-fi back on
Just throwing out what seems to have worked for me. Apple Watch 7, iPhone 12 iOS 10.5. Did all the stuff everyone has suggested. Turning off Wifi on my phone in my home network did cause the weather to populate; however, once I turned WiFi back on, it was still populating but not updating to live. I went into the Apple Watch App on my phone, scrolled down to the weather app and changed the default from current location to one of my other cities. Everything populated. I changed the default back to current location and everything still seems to be working properly...we'll see. Hopefully that can help at least a few folks, but this is insane that we have 13 pages of folks having the same problem, I have the latest iOS of 10.5, and this has been going on since 10.0. Come on Apple, pull your head out.
If the toggle 24HR doesn't "stick", your option may be limited to resetting Location and Privacy as documented in this link (official, from Apple) --> Reset Location & Privacy
That's what made it work again for me. It's a bit of a bother with almost every application asking for location permission again, but it seems to be the permanent fix.
