Weather Complications not working watchOS 10 Update
Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Can confirm the new "bug" (watchOS 10.3) with weather not working has to do with Wi-Fi on the phone/watch.
Turning off Wi-Fi on the phone and forcing phone/watch to use cellular allows the weather complication to load properly. Noticed the issue was only happening at home and not when out running errands or at work where I'd be on cellular.
This is a new/distinct bug compared to the older issue that was occuring in the Fall. Really frustrating Apple can't get this right considering how important this feature is.
Have you tried the full "privacy and location" reset on your iPhone?

Apple doesn't read here in this user-to-user forum for feedback or suggestions. Their participation here is largely limited to make sure people abide by the rules and managing the forum software.

I've attempted all the solutions on this page, but none seemed to work. I discovered a fix that has been effective up to this point after I kept noticing there wasn't a default selection available on the watch weather app.

My observations and a hack until Apple is not fixing this issue with and future update:
I fixed mine by going to Phone Settings -> Weather -> Location and selected Always. The widgets started working immediately (Apple watch ultra2 with modular ultra face)
This issue is still happening on iOS 17.2.1 and WatchOS 10.2. Tried the many resets and workarounds listed without success. Weather on watch never loads for any location.
Me too. I tried something new and so far its working. I went to weather app and changed setting to ‘custom’ vs mirror my iphone. So far, the problem hasn’t resurfaced in the last hour. Before this, the problem occurred within minutes. I would also just switch watch faces and then back and this also worked for a short while. Anyway, I hope a fix comes out shortly.
same here, watchOS 10.2. Tried all fixes mentioned itt and none worked, my Apple Watch won't update weather info for any location even though the weather app works fine on my iPhone. Worked ok for over a year until about a week ago, I think issue started after my watch battery went to 0.

I'm sad to say that here on March 22 none of the suggestions in the 12 pages of replies have worked for me. The complication on the Watch face just says "Loading weather."
Tried & failed: turning off WiFi, restarting the phone, restarting the Watch, location = always on, none of it.
This just started overnight.
I did get to where the Watch detail screens show me the circles, but the Complication is just "--"
I had a similar issue, that the weather app does not load when the iphone is connected through wifi (however using cellular allows the weather to load). I also noticed that this was not just a weather issue, since checking watch OS update on the iphone shows the same issue (no connection under wifi).
I reached out to apple support and an agent intructed me to:
(1) unpair the watch with phone and then pair again.
(2) reset the network setting on iphone (setting->general->transfer or reset iphone->reset->reset network setting)
The issue remained after (1) but is solved after (1)&(2). So if you are experiencing the same issue maybe you can try (2). If that doesn't work try the combination of (1) and (2).
Still happening as of 4/22/24, worked fine during prior day, but weather complication not working this morning, disappeared from watch face, and not available in complications list in iPhone app. As suggested with wifi off its all back as before for 5 minutes, then disappears again and will not work with wifi on or off. Apple changed something overnight, fix or undo the changes.
Fix that worked for me:
Settings > Reset > Reset Network Settings on the iPhone (not Reset Location & Privacy)
I spent quite some time on the phone with Apple support on this. Their support staff is excellent and always a pleasure to deal with. They are always trying to be the most helpful they can possibly be and they will allow you to follow up with the same person so you don't have to keep going through the backstory every time. Well done.
I was not shocked to learn that their first line of support isn't aware of this issue, but neither was their second line of support. That feels bad, that feels like the support people are not being kept in the loop of all the problems the developer are creating out of thin air with their buggy software updates. I would expect an issue reported in 2023 with 1000+ 'me toos' would register on the developers' radar that they have broken something, but apparently not.
So the excellent support staff are the only ones trying to help us, but they have limited information from the developers and they basically have to try and debug the developer's mistakes on the fly based on what they think the problem might be. That's an extremely difficult task and of course it results in a lot of trial and error, and a lot of frustration while resetting and deleting things that are a pain to setup again but make no difference.
The clock switching between 24 and 12 hour time is a weird hack, but it worked for me too. I switched it back and forth a few times, then a few minutes later, the complication started displaying the data. Hopefully, Apple will fix this bug soon.
Weather complications NOT working in WatchOS may be face dependent. In the Infograph face the complication worked fine, but in Modular Ultra face kept failing despite trying: delete and reload, restarting phone and watch, changing to 24 hour clock, toggling 24 hour clock, latest versions iOS 17.0.2 watchOS 10.0.1, resetting weather app on watch via iPhone to default city = current location.
The only effective hack for me is setting weather app default city on watch via iPhone to specific city, not to current location! Seems to hold.
Going back to default city = "current location" results in the complication not working again! As seen below:
And once again, changing weather default city location back to a specific city (not current location) appears to fix the complication:
I have the same issue on my new Apple Watch Ultra 2. I tried changing the clock from 12 hour to 24 hour but it didn't work for me.
