Weather Complications not working watchOS 10 Update
Since upgrading to WatchOS 10, the weather complications do not work.

Quick update (of my situation):
Summary - this may be to do with 12 vs. 24 hour clock settings.
Detail: All my Apple devices are set to Australia for the region, which defaults to 12hr clock. I change all devices to display/use 24hr clock. Watch was the same, and assumed it was set that way. Noticed just now that Weather widget in dock (scroll crown up function) was showing 12hr clock. Can't change this on the watch, but in the Watch app on the iPhone I went into 'Clock' settings and noticed 24hr clock was toggled off (no idea why). Turned 24hr back on and all the weather complications updated immediately and the widgets showed 24hr clock again. So that seems to have fixed it for me.
I've attempted all the solutions on this page, but none seemed to work. I discovered a fix that has been effective up to this point after I kept noticing there wasn't a default selection available on the watch weather app.
Here's what you need to do:

Fix that worked for me:
Settings > Reset > Reset Network Settings on the iPhone (not Reset Location & Privacy)
I spent quite some time on the phone with Apple support on this. Their support staff is excellent and always a pleasure to deal with. They are always trying to be the most helpful they can possibly be and they will allow you to follow up with the same person so you don't have to keep going through the backstory every time. Well done.
I was not shocked to learn that their first line of support isn't aware of this issue, but neither was their second line of support. That feels bad, that feels like the support people are not being kept in the loop of all the problems the developer are creating out of thin air with their buggy software updates. I would expect an issue reported in 2023 with 1000+ 'me toos' would register on the developers' radar that they have broken something, but apparently not.
So the excellent support staff are the only ones trying to help us, but they have limited information from the developers and they basically have to try and debug the developer's mistakes on the fly based on what they think the problem might be. That's an extremely difficult task and of course it results in a lot of trial and error, and a lot of frustration while resetting and deleting things that are a pain to setup again but make no difference.
Interesting. One additional update from my end that may be helpful to some. After uninstalling the weather app, and reinstalling, it started working fine. Later in the evening it sopped, but then my watch updated to Watch OS 10.01 overnight. Woke up and it has been working just fine. So, I'm interested to see if others have fully reproduced that scenario (i.e., iPhone is on 17.02, Watch is on 10.01, Weather app fully uninstalled and reinstalled). Note that the cities were apparently stored in iCloud. All saved weather locations restored when I reinstalled the app.
the clock settings does not work for me..
but my fix:
go to iphone settings > weather > location and set from "while using the app" to "while using the app and widget"
after that, the weather on my apple watch widget updated immediately.

For me it worked the resetting location and privacy (second solution). Let see how long it will work.

Worked differently for me. My Watch was already set to 24-hour time and toggling did not fix, but THEN…I went into Weather (on the Watch iPhone app) and changed Mirror My iPhone to Custom, waited a few seconds and setback to Mirror My iPhone and the watch immediately went from -- to displaying data correctly!

I ran into this same issue with the weather complication not updating. I have mine set to display temperature normally. I was able to resolve it today by editing the watch face complications and changing the weather complication from temperature to precipitation, saving that to the watch face and leaving it on there for a moment. In my case, the precipitation data started to display in the complication. Then I edited the watch face again and set the weather complication back to temperature and it has been working fine since then. Hope this might help others facing this same issue as well.
I had the same problem 2 weeks ago with the weather complications on my Ultra and resetting the location and privacy location on my iPhone 14 pro max worked. Haven’t had that problem since then. Try doing it again and see if it takes hold. I did it twice just to make sure. Also check to see if your watch, if you have one is set to mirror your iPhone for weather info and if your watch is set to use your current location for displaying current weather info.
I admit I didn't read past the first page of responses, so if someone else has pointed this out, I apologize. I'm using an Ultra 2 with the Infograph face with the temp displayed by the standard Weather app in the lower right corner. I had the same problem everyone else is describing. I found that swapping the complication for a different one, then switching back, solved my problem.
None of the other hacks worked for me but this one.
I resolved this issue by accident but here’s how I did it.
on your watch: press on the side button to pull up control center, turn off wifi (make sure it’s gray), long-press the wifi button and select your network.
on your iPhone: pull up control center, long-press on wifi and select the same network.
It instantly worked for me.
(I tried every other option on here and none of them worked, hope this one does)

Found the only way to resolve the issue : Adding city manually and then changing option in weather from "current location" to selected city, this resolves the issue immediately without any wifi or data toggle.
Same issue, complication showing a blank. Tried a couple of the suggestions here, nothing works. Then I held down on the current face to bring up edit, scrolled to where I can pick which item I want to see (wind speed, etc). I changed it to another item other than temperature. Clicked the crown to accept, and it started working. Went back and just changed it to current temp, and now all good. Odd...had to force it.
I was having this issue, I think it was that I didn’t allow weather app to use precise location. Now that I allowed that, it’s working again.
Same problem with me this morning. A restart fixed it. Hold side button until you get three buttons for: Medical ID, Compass Backtrack, and Emergency Call. Hit the button at the upper right-hand corner and slide the power off button. Wait then hold the side button in to restart.
