Weather Complications not working watchOS 10 Update
Since upgrading to WatchOS 10, the weather complications do not work.
I have tried several different weather apps but none work.

Quick update (of my situation):
Summary - this may be to do with 12 vs. 24 hour clock settings.
Detail: All my Apple devices are set to Australia for the region, which defaults to 12hr clock. I change all devices to display/use 24hr clock. Watch was the same, and assumed it was set that way. Noticed just now that Weather widget in dock (scroll crown up function) was showing 12hr clock. Can't change this on the watch, but in the Watch app on the iPhone I went into 'Clock' settings and noticed 24hr clock was toggled off (no idea why). Turned 24hr back on and all the weather complications updated immediately and the widgets showed 24hr clock again. So that seems to have fixed it for me.
I experienced this issue on Apple Watch 9 with watchOS 10.5. Only thing that helped was reset of network settings on paired iPhone. Go to your iPhone’s Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings.

This worked for me, too. Except my clock setting were set to 24 hrs, so I toggled off then back on, and did the same for my iPhone time settings. It worked.
Uninstall the Weather app on the iPhone, which will uninstall from the watch. Reinstall. This seemed to finally fix the issue for me.
Confirming that switching from 24 to 12 and then back to 24 h clock resolved the issue
Toggling 24 hour time off and on fixed the issue for me. Bizarre that it would be stopping the updates.
The only thing that worked for me was resetting location and privacy on iPhone

Updating to WatchOS 10.3 finally cured this for me (after trying pretty much every fix listed in this entire thread).
Weather app has been perfect every launch for the last 3 or 4 days since.
Turning off bluetooth eventually forced the watch to update data via its own wifi settings; but this was only a temporary fix.
Restarting my iPhone fixed the issue.
I have this same problem, but I noticed that it only happens at home. If I turn off my WiFi on my iPhone 15 Pro Max, the weather loads immediately on the watch (Ultra 1). I turn WiFi back on, and the weather stops working again immediately. Obviously, leaving WiFi off isn’t an option, so this isn’t a fix as much as a diagnostic.
So, this is what I have noticed so far - weather complications simply go blank. To fix it, I set up a different watch face and long press and choose THAT face, then do the same to go back to my preferred watch face with weather.
that seems to reload data. But, it only lasts a while. It looks like when the top of the hour strikes, the hours change (and I do use the 24 hour clock) and the complications blank out again.
Again, I hope Apple fixes this bug soon enough.
I recommend updating your WatchOS software to version 10.0.2 which released today. There are some reports (not yet confirmed) that the new version fixes many or all of the glitched Complications, particularly for Apple Watch Ultra 2.
Same problem here when I activated an Apple Watch Ultra 2. I reviewed settings and found it was set to Right Wrist instead of Left Wrist where I wear it. I corrected this and magically the weather complication started working again.
The same was true for me. I live in Greece and for some reason and contrary to the iPhone settings the clock was set to 12hr.
As soon as I changed to the 24hr, weather data synched to the watch.

Go to settings on your iPhone, general, transfer or reset iPhone, click reset and choose reset location and privacy. this will fix that issue.
Just did this yesterday for the same problem.
It has been working for me as long as I have WiFi on, load the weather app, click on the “list” icon, and wait for the location to refresh after 10-20 seconds. For complications, I would delete and reinsert the same complication and it would refresh.
