When I open Apple TV it goes to library and says videos will be saved her and nothing else. I can do anything in the app

The TV app on iPad or iPhone needs internet access, to show anything other than the local library.

• Through Wi-Fi, the TV app should have regular internet access.
• On cellular, the TV app would need extra permission to use cellular data. Settings﹥Cellular﹥[scroll down to apps list] TV app﹥

Could it be that your account is set to a country where Apple doesn’t offer streaming video services? Then the Apple TV app would only support videos in the library, that were synced from a computer.
